Budget Counseling

This is a program that assists persons at any income level to better manage their money and financial obligations. We can help to develop a spending plan and offer cost cutting suggestions. This service is free to any interested individual.

Housing Counseling

This program provides information for persons experiencing landlord/tenant problems, financial difficulties, Section 8 applications, mortgage default/delinquency, pre-purchase and post purchase counseling. This service is free to any interested individual.

Section 8 Housing Choice Voucher Program

The Section 8 Housing Choice Voucher Program is administered by Hoosier Uplands and covers the following counties: Daviess, Dubois, Greene (except Bloomfield, Linton and Jasonville), Lawrence (except City limits of Bedford), Martin, Orange, Pike and Washington. Section 8 Housing assists qualified families with rental assistance. Tenants complete a pre-application to put them on the waiting list that is maintained by Hoosier Uplands. This list can be very lengthy sometimes several years. As funding is available names are pulled from the waiting list and eligibility is determined. If determined eligible families are given a voucher. HUD pays a portion of the rent based on family income, household composition and approved payment standards for the area. Tenants then pay the remaining portion directly to the owner. Typically tenants will pay between 30% to 40% of their monthly adjusted gross income for rent and utilities. The housing unit must be inspected and meet certain housing quality standards to qualify as an assisted unit. Landlords must comply with the lease agreement signed with the tenant and the HAP contract signed with IHCDA. Tenants are required to comply with the lease, Section 8 Program requirements, pay its share of rent on time, keep utilities connected, maintain unit in good condition and notify Public Housing Authority of changes in their family composition or income.
